Elon,

I am writing to you from a territory in suspension and in the making.
In Torreblanca, Castellón, Spain, a golf project, the PAI (Integrated Action Program for the urbanization
of land previously considered non-developable) Doña Blanca, has been agonizing after more than twenty
years of administrative, legal, and ecological blockages. Behind this failure lie 200 hectares of land frozen
between two worlds: too constrained to be urbanized, too strategic to be abandoned.
What many see as a dead end, I see as a crack in the system. And a unique opportunity.
I am Paul Elvere DELSART (but you already know that). For many years, I have precisely anticipated this
moment: the point at which the traditional model (concrete, speculation, dependence on heavy
infrastructure) can no longer hold. Since 2024, I have anticipated the failure of the Doña Blanca golf project.
Here we are. The project is now artificially kept alive, blocked by the courts, paralyzed by the water issue,
and threatened by coastal regulations.
But it is precisely because it is failing that it becomes interesting.
I am not proposing to save this project. Not in its current form.
I am proposing to metamorphose it.
To transform a vast obsolete golf complex into the world’s first prototype of a post-urban system: LE
PAPILLON SOURCE:
