EL4DEV, a geostrategic tool to save Europe and the World

Contrary to the European Union and all its institutions, the Europe of nations will not perish, and its
peoples will not be replaced. Europe has the potential to reform itself by drawing on its spiritual roots,
learning from its mistakes, undertaking differently by following the path of the heart, and opening an
innovative path to the world that will lead to a new model of civilization.
Faced with current challenges, a counterbalance to the economic and financial power must rise to
operate at the same organizational level — globally, not just nationally or regionally. This
counterbalance must unify and synchronize actions across independent, interconnected, and
ingeniously articulated blocs that will carry sufficient weight in global economic flows and exchanges.
Time to act is running out, as all the mechanisms of control necessary for a global dictatorship — one
that destroys traditional family structures, core values, nature, and spirituality — are now in place.
Paul Elvere DELSART, founder of the Think and Do Tank called LE PAPILLON SOURCE EL4DEV,
proposes a solution that is still under the radar yet holds vast untapped potential.
This innovative and non-aligned solution combines social engineering with positive and natural
geoengineering. It begins in a specific area of the world: the Mediterranean area.
In this region, rich in civilization, history, culture, and language, five European countries have been
sacrificed by financial, economic, and political elites. Yet, these countries have the potential and must
be reformed to save the European continent and, by extension, the nations of an expanded
Mediterranean space through a process of emulation.

Creating a new diplomatic path is a necessity

It is time to profoundly reconfigure the system of international relations. Nations have long adapted to
the effects of economic globalization, paying a high price for it. Now is the time for them to adjust to the
effects of a new globalization, referred to as societal globalization.
It is time for the leaders of our nations to gradually evolve into positive guides and guardians of family
and societal values as part of the foundation and sustainability of a new movement of thought and a
new global civil society.
It is time to put an end to the voracious politico-military-economic associations that restrict the freedoms
of nations and peoples in favor of new politico-societal associations. It is time to experiment locally and
then show the world the path to follow.
