The goal is to ignite a new Renaissance movement that challenges the mentalities, behaviors, and
methods of our current era and those of the past. This movement will be driven by the pursuit of a new,
balanced form of civilization that deeply respects the environment and living beings, addressing genuine
human needs rather than superficial desires (such as material wealth, consumerism, economic wealth
of municipalities, regions, and nations, or the pursuit of power and domination over others).

Characteristics of the Second Renaissance Movement initiated by the EL4DEV Program and its
two sub-programs: LE PAPILLON SOURCE and THE MUNICIPALITIES COUNTER-ATTACK

A Renaissance of Art: The movement will inspire a more positive, symbolic art form focused on
beauty with an educational purpose.
A Collective Reorientation: It will emphasize the subtlety of thought, the emancipation of a more
spiritual and universally accessible science, the discovery and understanding of the systemic
nature of the world and life as a whole, and the collective elaboration of large societal projects
and monumental endeavors foundational to a new civilization.
A Mediterranean Movement with Transcontinental Aspirations: Initially focused on the
Mediterranean region, this movement will later expand transcontinentally. It aims to illuminate
the creative spirit within each individual, supported by a new experimental form of education
that acknowledges the innate potential of every person and emphasizes their pivotal role in their
local and global environments.

Features of the Mediterranean Societal Union

The Mediterranean Societal Union will be fully decentralized and entirely transverse, as it will not be an
intergovernmental organization but rather one uniting sovereign peoples under a shared goal of
empowerment, sovereignty, a return to fundamental values, unity, peace, and prosperity.

o Restore and enrich soils and ecosystems.
o Develop highly participative, experimental education accessible to all without
conditions.
o Enhance dignity, autonomy, and sovereignty of peoples.
o Achieve sustainable stabilization in the Mediterranean region.
o Promote integration through multilateral cooperation, dialogue, and unrestricted
sharing.
o Implement major societal projects and initiatives with tangible impacts on the well-being
and happiness of Mediterranean populations.
o Foster wealth of the heart, intellect, and spirit rather than economic or financial wealth.
Project Identification and Support: The Mediterranean Societal Union will identify and support
major and minor societal projects led by Mediterranean peoples. These projects, characterized
by high value, regional and interregional interest, and distributed architectures, will all be
interconnected through the EL4DEV process.
