Founding the new Mediterranean Civil Society: The Mediterranean Social Contract
A new type of regulation is required. Is international regulation possible without an international state?
Yes. Such regulation would rely on a novel kind of social contract with a unique value system. This
contract, along with its system of values, would be rooted in a shared conception of values and reason
imprinted in human consciousness. It would be based on individual consent, binding those who accept
it.

A Participatory Localized Process: A civil society grounded in a territorial framework would be a
participatory process through which individuals reach agreements among themselves and with
economic and political authorities (including institutions and businesses). It would represent a
self-organizing activity aimed at progressive human and social values.
Key Features of the Ideal Civil Society: Autonomy and self-organization, coupled with
communication and transparency — two major components of a balanced cybernetic system. In
such a society, the state would slightly retreat from its traditional roles, creating islands of civic
engagement that work symbiotically with the state. In these locally driven dynamics of progress,
the people and their leaders act and evolve in harmony toward shared goals.
Building Ethical Communities: The goal is to form communities based on ethics —
encompassing morality, exchange, and respect. Every society in the world, whether Western or
non-Western, from the Global North or South, has the potential to experiment with such a
system.
Why is this possible?
It is possible simply because all cultures possess traditions of human dignity, tolerance, reason, and
public deliberation.
Convincing states and peoples to adopt an alternative multilateral framework
How can a global civil society persuade states and their peoples to adopt a multilateral framework to
address critical issues? There is no alternative but to establish a global set of rules based on ethics.

The Key to Success: Local Experimentation: The only way to achieve mass consent is to focus
on localized experimentation in real-time by actors within each territory worldwide. These
experiences must then be widely shared using a powerful distributed information system, such
as blockchain technology.
