Territorial innovation – Rural Spain is now taking control of the country through
non-state networks – A concrete Mediterranean, European, and global civilizational
project – A coordinated response to the crisis affecting Spain and Europe – From
Torreblanca, Castellón, Valencian Autonomous Community

A new peaceful, Mediterranean, European, and global Reconquista is being born in Spain, from
Torreblanca, Castellón, in the Valencian Autonomous Community.

Recipients:
Members of Congress and Senate, members of the parliaments of the autonomous communities, members of provincial
councils, mayors, municipal councillors, municipal employees, representatives and employees of regional and central
governments, political party administrators, academics, students, citizens of Spain, South American countries, Europe,
and the world, journalists, online content creators, and residents of the municipality of Torreblanca, Castellón.

What if the future of Spain, the Mediterranean basin, Europe, South America, and even the world were being
decided… in small towns?

In a context where old imperial dreams are being reborn, driven by secret alliances and invisible strategies, Europe is
faltering. Orchestrated migrations, deliberate deindustrialization and social fractures: the chess game seems lost from
the start.
However, in the face of this threat, another vision is emerging. Paul Elvere DELSART, social engineer, thinker, and
anticipatory narrator, envisions a peaceful Reconquista: that of small towns and villages transformed into
prosperous rural city-states, connected by a unique Information System, cooperation agreements (operational
contracts), and innovative multifunctional ecological infrastructures - the LE PAPILLON SOURCE complexes and the
Vegetal Calderas.

Ladies and Gentlemen,
I am writing to you from Torreblanca, in the province of Castellón, to inform you of a large-scale social transformation
initiative, unprecedented in our contemporary history.
By this letter, I take the liberty of announcing that rural Spain, long marginalized and ignored by major decision-making
currents, is finally taking control of its destiny. Not through an insurrection, but through the constructive action of
non-state transnational networks, methodically orchestrated by the EL4DEV social engineering program.
