empowerment and cooperation called THE MUNICIPALITIES COUNTER-ATTACK, the Societal Economic Interest
Groups giving rise to new geopolitical blocs, as well as the viral dynamics of intellectual, environmental, social, and
spiritual development modeled in the information system called Big Smart Data EL4DEV, all take shape and substance
here.
What I am establishing in Torreblanca is a radical rethinking of development logics. It is the Reconquista of
marginalized and forgotten small towns and villages. It is the assertion that global transformation does not come
from hierarchical summits, but from territorial depths. It is a demonstration through action that every individual, every
municipality, every territory can become an active node in a vast self-regulating network, a vector for a new golden age
for humanity.
Here, I am building a parallel world, not to escape reality, but to transform it from within. By becoming the inaugural
center of the EL4DEV program, Torreblanca is now destined to inspire other territories in Spain, Europe, Africa,
Asia, the Americas, and beyond. It is the seed of a non-imperial empire, that of a Confederation of hearts,
consciences, and solidarity-driven initiatives. It is proof that utopia becomes strategy, that fiction becomes politics,
and that the invisible becomes visible.
I am the initiator of an unprecedented civilizational narrative. And this narrative begins here, in Torreblanca,
Castellón, Spain.

E - This project could serve as an interesting case study for universities, political parties, think tanks, NGOs,
and governments.

I propose an alternative scenario and share the operational framework for transforming society. This approach
can be compared with more conventional models.
The project is a blend of radical ecology, spirituality, citizen participation, and local/inter-municipal governance,
offering an alternative to traditional development paradigms.
It includes concrete proposals, ideal for studying the implementation of public policies, territorial planning, participatory
or municipal financing and rural development.
The project also opens avenues of research in political philosophy, environmental ethics, sociology of values, territorial
development, international cooperation, etc.

Specific themes that can be explored as case studies

Possible directions for academic or policy-oriented studies:

• Study of innovative local governance: how municipalities can co-design ambitious social projects, share benefits,
pool resources, and form inter-municipal alliances, etc.
• Alternative financing models and social economy: exploring the proposed economic models, the concept of
Economic Interest Groups (EIGs), redistribution, and the co-ownership of infrastructures.
• Urban planning and ecological rurality approaches: the Vegetal Calderas, bioclimatic corridors, ecological and
agroclimatic tourism, etc., as alternatives to conventional urban development or mass tourism.
• Ethics and values in societal projects: the role of spirituality, living systems, and energetic consciousness in political
or social initiatives.
• Citizen participation and political culture: how to mobilize, engage, and involve local and transnational populations
- acceptance, resistance, and collective dynamics.
