A - A new European Reconquista is being born in Spain, from Torreblanca, Castellón

The Reconquista of Small Towns and Villages, also called Reconquista EL4DEV or Reconquista 3.0, is the
cultural movement initiated by Paul Elvere DELSART from Spain, a country with characteristics conducive to the
emergence of a project of this magnitude. This movement aims to gradually and massively unite around a symbolic and
inspiring work of sociocultural and institutional change: the Green Empire of the East and the West, also known as
the EL4DEV Confederation. It relies on mechanisms such as the EL4DEV program, LE PAPILLON SOURCE, The
Municipalities Counter-Attack, EL4DEV societal diplomacy, and international artistic and intellectual cooperation events.
It also mobilizes specific tools such as the Big Smart Data EL4DEV, the EL4DEV Web TV, and the Green Coin
EL4DEV. The goal is to launch a broader, more general movement of creation, improvement, or redefinition of
models, which its founder calls the EL4DEV Second Renaissance Movement.
This is in no way a military or violent reconquest. It is an ideological and cultural project promoted by Paul Elvere
DELSART, a visionary thinker, social engineer, author, and French artist, founder of the societal change and changesupport program called EL4DEV, who sometimes presents himself under the name Henry HARPER, the Green
Emperor of the East and the West. He proposes a Reconquista of Small Towns and Villages in Spain, southern
Europe, and subsequently across Europe and other countries worldwide; a project focused on rural renewal, local
autonomy, and peaceful social transformation, taking the town of Torreblanca, in the province of Castellón, Spain, as its
starting point. The ambition is to restore vitality and sovereignty to forgotten rural towns through participatory
governance, an ecological currency, experimental and educational living infrastructures, and collaborative influence on
a transnational scale.
This project seeks to expand beyond Spanish borders, initially toward Portugal, France, Italy, and Greece, as part
of a civilization-rebuilding approach based on cooperation, beauty, and exemplary practices. It is therefore not a
military reconquest, but an intellectual and local, non-violent movement aimed at reinventing territorial sovereignty
starting at the municipal level. The Reconquista of Small Towns and Villages is a civil, cultural, ecological, and
participatory project, announced from Spain during the summer of 2025 (July and August) and accompanied by
numerous online publications, including eight e-books available in French, English, and Spanish, entitled: EL4DEV –
The Reconquista of Small Towns and Villages, Reconquista EL4DEV – The Rural Empire, Reconquista 3.0 – The
Empire of city-states, The new global migration pact, Henry HARPER – The Green Emperor, GREEN COIN
EL4DEV – Planetary monetary network, BIG SMART DATA EL4DEV – Social network of peace, and THE
MUNICIPALITIES COUNTER-ATTACK – Planetary cooperative mechanism.
In these short works, positioned at the crossroads of social fiction, political essay, and strategic guide, Paul Elvere
DELSART, also known by the name Henry HARPER (his avatar’s name), invites the reader on a peaceful epic. He
outlines the contours of a concrete civilizational project in which each chapter becomes an act of regeneration. The
work combines symbolic narrative and operational strategy, elevating rurality to the role of a driving force for global
transformation. Through these manifestos, the author suggests that the rebirth of our civilization could arise from
small, forgotten towns and villages, placing Torreblanca at the heart of a new ecological, ethical, social, intellectual, and
highly entrepreneurial empire, one in which each small town and village finds its place as a radiant city-state
(autonomous, self-managed, green, and interconnected).
