Elon,

I am writing to you as a social engineer, eco-entrepreneur, and founder of the international EL4DEV
program, with a deep conviction: humanity stands on the threshold of a major civilizational shift.
What I am proposing to you is not just a project. It is a living prototype of a new model of civilization.

A - A new civilizational model: the networked city-state

Through the EL4DEV program, I am developing a vision based on the emergence of autonomous citystates, interconnected at local, national, and planetary scales.
These entities do not replace nation-states; they complement and surpass them in agility, collective
intelligence and capacity for innovation.
The small municipality of Torreblanca, Castellón, in Spain, is today the starting point of this
experiment.
My ambition is clear: to transform this territory into an autonomous city-state, an international hub of
social innovation, and a prototype of the ideal 21st-century city.

B - A distributed architecture of engineering and governance

At the core of this system lies a distributed architecture, made possible by a multifunctional information
technology called BIG SMART DATA EL4DEV (conceptualized, with technical specifications
developed, but with the technological infrastructure yet to be built).
Each citizen becomes an active contributor to the development of their territory.
Each piece of data becomes a decision-making lever.
Each interaction feeds an evolving system of collective intelligence.
We are no longer speaking of top-down governance, but of augmented participatory governance, where the
population co-constructs territorial dynamics in real time.
This is an advanced form of cybernetics applied to society.
