The objective of Paul Elvere DELSART – Finding a major patron with a disruptive vision

Since 2011, I have carried a vision that some have described as “social fiction.” Yet I have never stopped
considering it as a reality in the making. My movement, EL4DEV, is simply waiting for a decisive catalyst
to cross that threshold: the encounter with a major patron who shares a disruptive vision like mine.
Because yes, with initial support that matches its ambitions, EL4DEV could move beyond the realm of ideas
widely shared on the Internet and fully enter that of concrete action on a global scale.

Bringing the first LE PAPILLON SOURCE infrastructures to life

I aspire to see the emergence of the first multifunctional complexes labelled LE PAPILLON SOURCE,
initially in Spain (Torreblanca, Castellón), in France, and in Cameroon (Ngompem), and then elsewhere in
the world (Mediterranean basin, Russia, El Salvador, etc.). With strong initial financial backing, these
structures would no longer be mere intellectual projections, but real, living, breathing, and interconnected
places.
I envision eco-landscape and agro-climatic spaces where human beings regain their rightful place within the
living world. Territories capable of moving toward local self-sufficiency by developing their own
agricultural and energy resources. Small municipalities that no longer endure circumstances, but instead cocreate their resilience.
These infrastructures would also serve as hubs for ethical tourism. Not places of consumption, but spaces for
experimentation and awakening. Some would take the form of alter-globalist leisure parks, where people
come not only to reconnect with themselves but also to learn, understand, reinvent their relationship with the
world, and build transformative projects.

Laying the foundations for a new governance

With the necessary resources to initiate the process, I could convince two initial municipalities (within the
same country or in different countries) to structure the EL4DEV Confederation as a true alternative to
current systems. Not through sterile opposition, but through constructive proposal.
I am convinced that our models of governance must evolve. Too often inefficient, opaque, or disconnected,
they call for a complete rethinking. I propose a form of social engineering based on transparency,
cooperation, and collective responsibility.
Modern technologies, far from being threats, can become powerful allies. Blockchain and Big Data would
offer the ability to measure social impact in real time, ensure decision traceability, and guarantee ethical
resource management.
This is not a technological utopia. It is a moral imperative.
