Elon MUSK in Torrenostra - New civilizational system - Book analysis

What if the encounter between technology, the environment, governance, and consciousness became the true
challenge of the twenty-first century? This is the question posed by Paul Elvere DELSART in his visionary work Elon
MUSK in Torrenostra - New civilizational system, published in October 2025 by EL4DEV Editions. Between
manifesto, philosophical novel, and futurist essay, this unique text proposes the birth of a new model of civilization, at
the crossroads of science, philosophy, and poetry.

A fiction to think about the future

Social engineer, eco-entrepreneur, and creator of the participatory societal change program EL4DEV, Paul Elvere
DELSART pursues his ambition here: to use social fiction as a catalyst for collective innovation.
The starting point of the story is simple, almost improbable: what if Elon MUSK were invited to co-create a
civilization laboratory in a small Spanish town, Torreblanca, on the Mediterranean coast?
Around this idea revolves a gallery of characters; among them, Carmen ORTIZ and Laura BODIS, two lucid and
passionate young women from Torreblanca who, on a terrace facing the sea, engage in long conversations about the
vision of Henry HARPER, the author’s fictional double.
Through their exchanges, Paul Elvere DELSART builds a broad reflection on the limits of progress, the regeneration of
the Earth, and the possibility of a world governed by cooperation rather than competition.

Elon MUSK, symbol and mirror

Far from biography or criticism, Elon MUSK becomes here a symbolic figure. He embodies technological modernity,
conquest, speed, and creative power. Facing him, Henry HARPER represents consciousness, mastery of time, the
reforming spirit, symbiosis, and planetary balance.
Between them, DELSART imagines not rivalry but a civilizational dialogue; MUSK seeks to terraform Mars, while
Harper wishes to re-terraform Earth. One builds rockets and cars, the other conceptualizes living ecosystems and a
planetary model of governance. Their potential union becomes a metaphor for the reconciliation between science
and wisdom.

Torrenostra, Mediterranean utopia

The choice of Torrenostra, a small tourist area on the Spanish coast and part of Torreblanca, Castellón, is not
accidental. Torreblanca becomes the small laboratory town of a larger project, testing on Earth the principles of a
new world.
From this concrete place, DELSART unfolds the components of his EL4DEV civilizational system:
• a participatory governance based on data and collective consciousness;
• an ecological currency, the GREEN COIN EL4DEV, measuring contribution to the common good;
• and a global network of cooperative intelligence, the BIG SMART DATA EL4DEV, conceived as a genuine
planetary brain.
Each local city-state becomes a neuron of a global, self-regulated, transparent and ethical organism. A utopia?
