In “Elon MUSK in Torreblanca – A fiction that acts on reality”, Paul Elvere DELSART proposes a unique literary and
philosophical experiment: to transform a small Spanish municipality into a prototype for a new model of participatory
civilization.
This is not merely a work of speculative fiction; it is an operative narrative, a literary work designed to act upon the
very reality it describes.
A performative fiction: Literature as a lever for action
For Paul Elvere DELSART, the boundary between fiction and social engineering disappears. The text becomes
performative fiction. It doesn’t simply describe a project, it activates it.
The author imagines a certain Henry HARPER, a fictional alter ego, who develops from the municipality of Torreblanca
(Castellón, Spain) a vast program called EL4DEV.
This metasystem proposes to rebuild nations from the ground up, starting with small municipalities, through a
network of local, ecological, educational, and diplomatic initiatives.
Behind the dialogues of five academics from the University Jaume I of Castellón de la Plana unfolds a new kind of
experiment: fiction as a tool for social engineering, a Live Action Role-Playing game meant to foster
unprecedented forms of collective behavior.
The story functions as a protocol: it guides thought, inspires real actors, and transforms how people see their
territory. Torreblanca becomes both a tangible Mediterranean municipality and an utopian city-state, symbolic
capital of what Paul Elvere DELSART calls “The Green Empire of the East and the West.”
Torreblanca: The prototype of a green Silicon Valley
In this conceptual short novel, Torreblanca is not a decorative fiction, but an operative territory.
It represents the first cell of a global network of cooperative ecosystems: interconnected municipalities combining
technology, ecology, art, and spirituality.
The goal? To found a green Silicon Valley, not dedicated to profit and speed, but to societal reconstruction and
ecological rebirth.
At the heart of the project lies the Think and Do Tank “LE PAPILLON SOURCE EL4DEV”, envisioned as a center for
experimentation combining territorial intelligence, ecological architecture, regenerative agriculture and societal
diplomacy.
The initial infrastructures, the famous Vegetal Calderas, are at once ecological towers and symbols of the regeneration
of life: a fusion of science, art, and spirituality.
Between utopia, art and politics
Paul Elvere DELSART deliberately blurs categories: his work is simultaneously a novel of ideas, an ecological
manifesto, a social engineering plan, and a conceptual performance.
He envisions a Mediterranean renaissance founded on municipal cooperation, the creation of a solidarity-based
currency, the GREEN COIN EL4DEV and a global system for data exchange called the BIG SMART DATA EL4DEV.
