Torreblanca, Castellón – Notice to political parties

The adventures of the young and dynamic fictional mayor of Torreblanca continue in a new volume, always
accompanied by the young and talented Torreblanca native, Laura BODIS. A scene set on the terrace of a caférestaurant in a campsite in Torrenostra!

Here is an analysis of the book “THE MUNICIPALITIES COUNTER-ATTACK – Planetary cooperative mechanism”
by Paul Elvere DELSART:

Content Analysis
The book presents a work of speculative social fiction that functions at the same time as a political, ecological, and
civilizational manifesto. Through a dialogued narrative style, mainly between Carmen ORTIZ, young and dynamic mayor
of Torreblanca (Castellón), and the young Laura BODIS, the ideas of the character Henry HARPER, architect of a new
development model called EL4DEV, are gradually revealed.
The core of the proposal is the subprogram “THE MUNICIPALITIES COUNTER-ATTACK”, whose purpose is to
empower small rural localities, marginalized by globalization and centralized state models. It proposes a paradigm shift
based on three pillars:
1. Ecological and social infrastructures
o The Vegetal Calderas: living structures that generate microclimates, biodiversity, and tourist appeal.
o LE PAPILLON SOURCE agroclimatic parks and complexes: hubs of agricultural, tourist, and cultural
innovation, conceived as experimental cities and food banks.
2. Cooperative financing mechanisms
o National social Economic Interest Groups (EIGs): structures that bring municipalities together to
finance and manage joint projects.
o The BIG SMART DATA EL4DEV: a global digital platform to coordinate projects, share knowledge,
and ensure transparency through blockchain.
o The GREEN COIN EL4DEV: a cooperative currency backed by certified agricultural land, designed to
stimulate local and international exchanges outside of speculative currencies.
3. Cultural and political dimension
o The TICI and TACI: intellectual and artistic initiatives enabling villages to cooperate beyond the
economic sphere.
o The reconstruction of popular sovereignty from the ground up, breaking away from state and
European verticality, and aiming at a planetary Confederation of municipalities (the EL4DEV
Confederation or Green Empire of the East and the West).
The narrative places Torreblanca as a prototype and living laboratory for this transformation. The fiction highlights the
political and personal tensions involved in pursuing such a project: risk of institutional marginalization, conflicts with
parties, or even international rejection. However, it also opens the possibility for a small municipality to become the
epicenter of a civilizational renaissance.
Critical Assessment


Conceptual innovation: the book combines elements of social engineering, regenerative ecology, alternative
economics, and participatory governance. It is not merely a literary utopia but a theoretical model with practical
applications.
