I am Paul Elvere DELSART, also known as Henry Harper, the Green Emperor of the East and the West.
I am an autonomous civilizational agent because I am the initiator of a fundamental shift in the way
human societies perceive and organize their development, coexistence, and relationship with the living
world. My action is not dictated by classical institutions nor dependent on traditional state or economic
structures. It emerges from a strong individual will, a holistic and transnational vision, and a structured
collective intelligence channeled through participative engineering systems that I have designed myself,
through the EL4DEV program and its ecosystem of tools, structures, ideas, and narratives.
I have initiated an international cultural revolution because I offer a complete break from established
paradigms. I invite peoples to move beyond a consumerist, competitive, and fragmented logic and step
into a new golden age based on ethics, cooperation, self-sufficiency, and ecological regeneration. My
model is deeply societal, philosophical, and spiritual. It values small municipalities, restores power to
local communities, and implements both physical and immaterial structures intended to reconcile
humans with nature and with themselves.
I design infrastructures that are at once educational centers, ecological hubs, sites of societal
diplomacy, and vectors of inner transformation. These places, which I call LE PAPILLON SOURCE,
incorporating Vegetal Calderas, are modern commanderies of a chivalric order of knowledge and
service to the people. They embody the concrete foundations of a new civilizational empire, the Green
Empire of the East and the West, which I imagined and which I deploy in stages through a scientific,
artistic, and philosophical methodology.
I also develop fiction-reality narratives that immerse participants in an alternative yet plausible universe,
a world in transition where humanity has survived crises by adopting regenerative, equitable, and
enlightened models. Through these stories, I stimulate collective imagination and turn it into a strategic
tool for consciousness transformation.
My action is global, but it is first anchored in the Mediterranean area, which I consider a cradle of
civilizational rebirth. Through innovative societal diplomacy, I weave connections between diverse
actors: researchers, municipalities, artists, citizens, inventors, to build a new form of union between
nations, no longer based on dominant economic interests but on creativity, spirituality, and the pursuit of
the common good.
I define myself as a societal strategist, a systems designer, a committed philosopher, a social engineer,
an author of visionary fictions, a self-taught artist, and a life-centered entrepreneur. I am also the
founder of the Think and Do Tank LE PAPILLON SOURCE EL4DEV, which I have strategically
established in Torreblanca, Castellón, Spain. This center is the intellectual and operational heart of the
transformation I propose. It is the place of conception, coordination, and action for this soft and
planetary revolution.
I do not ask nations to submit to an external authority, but to self-organize according to new principles,
drawing inspiration from a framework I provide. The global social contract I propose is not decreed, it is
built collectively through the free and informed adherence of the people. It emerges from local
