I am Paul Elvere DELSART, founder of the EL4DEV program and its Think and Do Tank LE PAPILLON
SOURCE EL4DEV. Through my work, I promote transnational non-state networks through a
transnational narrative soft power, which I have conceptualized myself as a tool for global societal
transformation. My action is based on a systemic vision of change and the mobilization of collective
imagination through strategic and transmedia storytelling.
My approach relies on a fictional universe I have created, the Green Empire of the East and the West,
also called the EL4DEV Confederation. This universe is a projection vector for the peoples, a narrative
matrix to rethink international relations, decentralized cooperation and local governance. Through this
storytelling, I build a transnational collective consciousness capable of bringing together individuals,
small municipalities and nations around an alternative, ethical and ecological societal project.
I disseminate this vision through a transmedia narrative that I call Fiction-Reality, blending anticipation,
philosophy, societal foresight and spirituality. This narrative is embodied in literary works, videos,
documentaries, infographics, artistic and intellectual events, and even concrete physical infrastructures.
These narrative devices allow citizens to be integrated into a large immersive experience that blurs the
boundaries between fiction and reality, provoking awareness and engagement in the real world.
This narrative soft power allows me to build transnational non-state networks based on free adherence
to a shared imaginary and a common ethic. These networks are organized into Societal Economic
Interest Groups and into transregional politico-societal Unions, such as the Mediterranean Societal
Union, the American Societal Union or the African Societal Union. These decentralized structures are
the foundations of the new civilizational model I promote.
Societal diplomacy, which I have also defined, is at the heart of my approach. It is based on intellectual,
cultural, artistic and emotional exchanges between peoples, outside of traditional state circuits. It values
local cooperation, popular sovereignty, complementarity between territories and respect for diversity. It
uses as tools the infrastructures labeled LE PAPILLON SOURCE, true Templar commanderies of the
21st century, the Vegetal Calderas, ecological generators of life, and the intermunicipal cooperation
sub-program called THE MUNICIPALITIES COUNTER-ATTACK.
My ambition is to create a new globalization based on the regeneration of ecosystems, the intellectual
sovereignty of peoples and a co-engineering of global society by the citizens themselves. I address
small municipalities of less than 5000 inhabitants (but potentially up to 7000), independent individuals,
youth, free thinkers and nations in search of renewal to participate in this vast project of global
transformation. My program is a proactive peace mechanism, a tool of collective emancipation and a
non-aligned geopolitical model based on the soft power of narrative, vision and collaborative action.
Ultimately, my transnational narrative soft power does not stop at influencing. It structures, connects and
activates human energies across the world. It gives shape to a realistic alternative to the current global
system. I propose a new path, a golden age for humanity based on cooperation, justice, knowledge and
beauty.
