Private initiative Action Plan – Torreblanca, Castellón, a hub for international societal transformation

Paul Elvere DELSART is a French social engineer, writer, strategist, and eco-entrepreneur, founder of the international
EL4DEV program.
His ambition: to create an alternative model of societal development based on ethics, ecology, innovation, and
decentralized cooperation.
Since 2024, Torreblanca (Castellón, Spain) has become the chosen international headquarters of the Think and
Do Tank LE PAPILLON SOURCE EL4DEV, making the municipality an international pilot territory.
Overall objective
To transform Torreblanca into a Mediterranean pilot center for societal transformation, mobilizing youth and citizens
around a common project of territorial, ecological, educational, and cultural renewal.
Strategic positioning



First Mediterranean municipality to host the headquarters of the Green Empire of the East and the West,
also known as the EL4DEV Confederation
