I am Paul Elvere DELSART, and I am a complete builder of a system-world or world-society. If I say
this, it is because I have conceived, developed and structured a multidimensional, transnational and
deeply transformative program that goes far beyond the traditional political, economic or technical
frameworks. I am the initiator of the EL4DEV program, a global social engineering initiative designed as
a participatory and evolutionary mechanism for civilizational change. This program, at the core of my
approach, embodies an alternative systemic model that combines innovation, diplomacy, spirituality and
science in the service of the co-creation of a fairer, more ethical and resilient new world order.
I am both the designer of a planetary governance model based on decentralized cooperation, the
architect of a new diplomacy called societal diplomacy, which places peoples, small municipalities and
intellectual exchanges at the heart of international relations, and the founder of a Think and Do Tank, LE
PAPILLON SOURCE EL4DEV, which acts as a catalyst for a global dynamic. I have conceptualized
unprecedented cooperation structures, such as national Societal Economic Interest Groups and
international Politico-Societal Unions, enabling the emergence of new national and transcontinental
intermunicipal alliances.
My approach goes beyond theory. It is embodied in concrete projects such as experimental educational
tourist cities and agroclimatic vegetal complexes labeled LE PAPILLON SOURCE, true prototypes of a
new world. These places, at once ecological infrastructures, training centers, tourist hubs and engines
of social innovation, are partly designed to alter the very appearance of the Earth. Through the
implementation of Vegetal Calderas, beneficial vertical geoengineering structures, I aim to transform our
planet into a vast regenerated and resilient forest ecosystem, while reintroducing magic, beauty and
prosperity into rural territories.
My vision transcends borders. It includes the construction of a new global social contract, collectively
developed by the people through local experiments connected by systemic similarities. This contract
arises from action, not imposition. It is structured from the cooperation dynamics created through
infrastructures, events, collaborative platforms and participatory governance tools I have designed. I do
not act outside nations, but in partnership with them, guiding them toward renewed sovereignty through
collective intelligence and rediscovered spirituality.
My action is conceived on all scales, from the smallest village to the regional geopolitical union. I
therefore propose a new globalization, not economic but societal, where the geo-intellectual and geospiritual density of territories replaces financial domination logics. The Mediterranean area is its cradle,
intended to radiate toward Europe, Africa, Asia, the Americas and Oceania by mimetic effect.
As a system-world builder, I articulate systems thinking, transmedia storytelling, geoengineering,
network science and social experimentation through a global project of civilizational scope. I make
available to the people collaborative tools, an intelligent information system called the Big Smart Data
EL4DEV, an ethical cryptocurrency (the GREEN COIN EL4DEV), physical and digital diplomatic
infrastructures, and an immersive platform where fiction and reality merge to give life to a collective
consciousness.
My construction is not that of an authoritarian empire, but of a Green Empire of the East and the West,
societal, spiritual, enterprising and inclusive, in which every human being is called to play an active role.
