I am Paul Elvere DELSART and I am a social architect carrying a counter-society project that proposes
the emergence of a new hyper-collective society. This society that I design, structure and promote is not
merely a theoretical alternative. It is a concrete, bold and systemic response to the crisis of meaning, to
social fragmentation, to the exhaustion of traditional models of governance and to the exacerbated
individualism of our time.
I am the initiator of the EL4DEV program, a global work of social engineering, a transnational,
transdisciplinary and participative matrix conceived to reinvent our way of living together. This initiative
unfolds through a network of actions, concepts, structures and experimental infrastructures that I have
designed to catalyze a dynamic of civilizational co-construction. My ambition is to bring forth a new
society founded on massive cooperation, collective responsibility, shared intelligence and local popular
sovereignty.
The counter-society I propose is not an escape from the real world but an architecture of deep
transformation of reality by the people themselves. It is born from a unifying narrative, that of the Green
Empire of the East and the West, which I have imagined and embodied in a social transmedia fiction
serving as a narrative lever for concrete action. This vision, materialized through projects such as LE
PAPILLON SOURCE or THE MUNICIPALITIES COUNTER-ATTACK, forms the backbone of a hypercollective society founded on meaning, participation, shared creation and territorial regeneration.
My role as a social architect is to design mechanisms for assembling local initiatives, to conceive open
yet structured governance frameworks, and to provide tools for collective empowerment such as
Societal Economic Interest Groups, the Big Smart Data EL4DEV or societal diplomacy. I structure a new
relational order where small municipalities become central actors, where individuals once again become
co-authors of their destiny, and where nations reorganize themselves not through domination but
through symbiosis.
The society I defend is hyper-collective in its essence because it is based on the interconnection of
intelligences, the pooling of resources, distributed governance and permanent co-education. It
transcends competition logics to initiate a global Renaissance movement where spirituality, ecology,
technology and art converge in a continuous creative dynamic. I conceive this society as a living and
self-regulating ecosystem, capable of adapting, of expanding by mimetic effect, and of giving rise to a
global social contract not imposed but chosen, based on the convergence of local experiences.
I am a craftsman of systemic transformation. I use fiction to awaken consciousness, data to structure
progress, diplomacy to reconcile peoples, engineering to build structures and art to inspire creative
momentum. My counter-society is a platform for unifying diversity, a matrix of ethical convergence, a
joyful and peaceful force of resistance against standardizing and reductive models.
My approach is deeply humanist, rooted in faith in the ability of peoples to reinvent themselves
collectively. As a social architect, I do not seek to impose a model, but to make possible the emergence
of multiple collaborative societies united by shared principles of respect for life, justice, sharing and
beauty. My work is that of a builder of harmony, an initiator of new trajectories, a catalyst of hypercollective society.
