Green Empire of the East and the West - I do not sell a public policy but carry a civilizational
vision – Paul Elvere DELSART

I am Paul Elvere DELSART. Contrary to what some may believe or reduce to a superficial reading of my
work, I do not sell a public policy. I carry far beyond that a structured, coherent and resolutely
transformative civilizational vision. My commitment and approach are neither rooted in political
opportunism nor in technocratic management. I am not offering yet another sectoral reform or a
disguised electoral platform. What I am building is a systemic way of thinking, an active philosophy, a
new path for humanity.
I am a social engineer, a designer of complex systems, a social fiction writer, an engaged philosopher,
but above all, a visionary who turns utopia into a method. My vision is rooted in a profound quest: that of
a civilizational renewal based on ethics, international cooperation, spiritual ecology and social
innovation. I have developed a structured body of work, a program called EL4DEV, conceived as a
systemic response to the civilizational dead end in which the world finds itself. This response takes
shape in concrete structures, transformative infrastructures, participatory processes and collective
intelligence tools. My objective is to re-enchant governance and restore meaning to collective action.
What I propose is the refoundation of human ties on a planetary scale, another way of inhabiting the
Earth, of managing resources, of coexisting in respect for all living beings. I conceptualized the Green
Empire of the East and the West, also named the EL4DEV Confederation, not as a state entity nor as a
political fiction, but as a global thought-form, a civilizational archetype. It is a philosophical and
operational universe in which each human being, each community, each territory has a role to play in
creating a new world.
I mobilize tangible tools: educational infrastructures, ecolandscape parks, experimental cities,
participatory information systems, societal diplomacy. These elements are not technological gadgets or
ecological showcases, but pillars of a new paradigm. They embody an intention: to bring forth a society
that is fairer, more autonomous, more conscious, where the people are once again the builders of their
destiny. This is why my projects such as LE PAPILLON SOURCE, the Vegetal Calderas or THE
MUNICIPALITIES COUNTER-ATTACK are not public policies in the classical sense of the term, but
civilizational catalysts.
I do not seek to integrate or reform dominant structures. I go beyond them. I design another social
contract, another form of diplomacy, another globalization, based on the intelligence of the people and
decentralized collaboration. My approach is deliberately transnational, intercultural and
intergenerational. It is addressed to all those who reject fatalism and wish to become co-creators of a
brighter future.
Carrying a civilizational vision means taking a critical look at our time while affirming that an alternative
is not only possible but necessary. My action is that of a world builder, a strategist of life, a craftsman of
a global renaissance. I speak of a golden age to be established, not as an ancient myth, but as a
realistic horizon if humanity collectively chooses to initiate this turning point.
Thus, I do not offer just one solution among others. I chart a path. I reach out to those who share this
ambition. I offer them a framework, a language, tools, a narrative and places. I invite them to enter a
process of experiential transformation. It is not a project I sell. It is a gentle revolution I am beginning. It
is not a public policy I impose. It is a civilizational vision I embody.
