Geostrategic plan to reform the world – Strategic utopia, political fiction and civilizational
narratives – Paul Elvere DELSART

I am Paul Elvere DELSART, also known as Henry Harper, and my initiative is much more than a simple
societal project. It is a true geostrategic maneuver designed to reform the world in depth, not through
constraint or authority, but through free adherence to a strategic utopia conceived as a lever for
collective transformation. My plan is based on a powerful alliance between the imaginary and the real,
between social engineering and artistic creation, between intellectual rigor and poetic vision. This is
where it draws its strength.
I chose to take the path of political fiction because it allows minds to be freed, rigid mental frameworks
to be shifted, and fertile ground to be created for the emergence of alternatives. Through the universe of
the Green Empire of the East and the West, which I also call the EL4DEV Confederation, I develop
civilizational narratives. These narratives serve to unite, to gather around fundamental values such as
peace, justice, cooperation, human dignity, and the recovery of local and collective sovereignty. They
are forward-looking narratives, visions of a desirable future, credible because they are rooted in
concrete experimental models, and at the same time inspiring because they carry a symbolic and
mythopoetic breath.
The utopia I propose is not an unrealistic dream. It is a strategy based on the transformation of the
collective imagination. My utopia is operational. It is structured, modelable, replicable. It acts as a
catalyst for change. It reenchants politics while making it accessible to everyone. It redefines the terms
of public action, governance, and diplomacy. It is based on a principle of continuous co-creation, on the
direct participation of people, and on the valorization of their cultural and territorial specificities. My
ambition is to build a new global societal order based not on domination but on enlightened cooperation,
not on competition but on the harmonization of vital forces.
Fiction here is neither a refuge nor a distraction. It is a strategic tool for civilizational transformation. It
allows for the creation of a necessary shift from the harsh reality of the contemporary world, while
opening up concrete perspectives. By bringing my narratives to life in real territories, through
infrastructures such as the LE PAPILLON SOURCE complexes, the Vegetal Calderas or the
intermunicipal cooperation dynamics like THE MUNICIPALITIES COUNTER-ATTACK, I make fiction
active. It becomes a matrix for action, a universal language, a vehicle for values, a vector for
mobilization. It brings people together beyond linguistic, religious or geopolitical borders.
My geostrategic initiative acts on several levels simultaneously. It reconnects people to their territory
through experiential education. It engages in societal diplomacy based on intellectual exchange and the
creation of meaning. It fosters the emergence of new positive identity narratives that restore confidence
to nations without falling into the traps of withdrawal or hostility. It weaves a global network of
communities that become actors of their own destiny, interconnected by shared values, by distributed
governance, and by concrete projects. In this way, a polycentric, supportive, ethical, highly creative and
deeply human world is born.
My project is not just a technical or economic plan. It is a vision of a world in transition, a call to the
awakening of consciousness, a civilizational endeavor. It is strategic because it rests on the ability to
steer the collective imagination toward a common horizon. It is geopolitical because it proposes new
