I am Paul Elvere DELSART. This project I carry is not a simple development program or a conventional
enterprise. It is above all cultural, symbolic, editorial and deeply philosophical. What I propose, what I
build, is part of a process of transformation of consciousness and imagination. It is about reinventing the
way people dialogue, cooperate and shape their future, not through traditional institutions or established
power structures, but through the strength of ideas, narratives and inclusive social dynamics.
This project, embodied in the universe of the Green Empire of the East and the West and its operational
version known as the EL4DEV Confederation, is addressed directly to individuals, to small
municipalities, to informal collectives, to awakened dreamers and to grassroots actors who aspire to
build a fairer, more ethical and more united world. The goal is not only to bring people together but also
to spark dialogue, provoke reactions, and sometimes strong stances, even polarization, because it is
within this friction of ideas that a truly transformative dynamic can emerge.
This initial shock, this deliberately triggered effervescence, is not gratuitous. It is a strategic tool to
awaken consciousness, break indifference and force debate on essential subjects. This phase of
questioning, sometimes even of intellectual or symbolic confrontation, prepares the ground for a deeper,
more lasting union dynamic that relies on shared values, common aspirations and the will to act
together for the common good.
I am not waiting for institutional elites to validate or support this first phase. I neither need nor intend it.
Their joining, if it is to happen, will come later, when the movement has gained enough momentum,
scale and popular and intellectual legitimacy. This project does not seek permission to be born, it
already incarnates itself through actions, narratives, infrastructures, concrete territorial alliances, a new
aesthetic and a diplomacy based on collective intelligence.
The strategy relies on the creation of a coherent and transmedia universe, populated with utopian
narratives, powerful symbols, experimental infrastructures, social technologies and collective learning
processes. It is a serious game in alternate reality, but it is also a very real architecture of social,
environmental and geopolitical transformation. Through my literary works, my urban planning concepts,
my territorial cooperation models, my Vegetal Calderas and my agroclimatic cities, I construct a tangible
vision of another future, of a new global social contract.
This project is not for sale, it is not for rent, it is to be lived. It is to be embodied. It invites everyone to
become a maker of history, a builder of peace, a societal diplomat, a creator of possibilities. This project
is a collective work of art, a political work in the noble sense of the word, a spiritual work as well,
because it places at the core of all action human dignity, respect for life, heart intelligence and the
sovereignty of peoples.
I am convinced that it is through culture, through symbolism, through emotion, through language,
through aesthetics and through thought that certainties can be shaken and the deepest transformations
can begin. My project is therefore not just a program, it is a prophecy in progress, a mirror held up to our
societies and a constant invitation to think differently, to feel differently, to live differently. It is within this
space that the first lines of a world in transition are drawn.
