Paul Elvere Valérien DELSART is a French social engineer and a visionary
entrepreneur candidate for the governance of France since 2022. His societal
program is applicable in all countries of the world having all the potential to profoundly
modify human relations at the heart of nations as well as relations between peoples
and between nations.

He is an Eco-entrepreneur, the Director of the Multidisciplinary Participatory
Engineering and social construction Program named EL4DEV, an Author/Publisher
of Anticipation novels and short stories (Social science fiction – Speculative fictions) in
real environments and a self-taught Artist. He is notably the author of the Social fiction
universes and sub-universes called the Green Empire of the East and the West (the
EL4DEV Confederation), LE PAPILLON SOURCE, The Vegetal Calderas and The
Civilization of Cats. He uses social fiction to trigger social innovation. In particular, He
assumes his role as a visionary entrepreneur by developing solutions to social,
environmental and diplomatic problems to ultimately create innovative and
interconnected social enterprises and then a new development model.

Key Concepts

The Green Empire of the East and the West (otherwise named The EL4DEV
Confederation)

It is a vision, a societal concept that comes in the form of a live-action role-playing game
in alternate reality, a massively multi-player strategy game in which the demarcation
between fiction and reality is particularly imperceptible or even non-existent. This atypical
game is highly experiential and culturally transformative because the actors act as
reformers of all the structures and codes of society. Its particularity: a very innovative
transmedia narration – The Green Empire of the East and the West is a vast ecological
and societal empire unequaled in human history by its atypical characteristics; a highly
prosperous empire in time; an empire in which all nations and territories are sovereign
and self-sufficient. It is a confederation of individuals and small communities located
around the world interacting in a decentralized way through numerous cooperation
agreements for a common goal. Also named « The EL4DEV Confederation », the
empire acts as a supranational ethical body, a kind of alternative « UN ». The Green
Empire of the East and the West has its action plan (the program « EL4DEV ») and has
its infrastructure (eco-landscaped cities and complexes labelled « LE PAPILLON
SOURCE » and their Green/Vegetal/Plant calderas). The Green Empire of the East
and the West is the realization of several political-societal unions integrated by many
peoples, communities and nations around the world. Its network is woven thanks to a new
diplomatic model: EL4DEV societal diplomacy. It is built on a new movement of thought
leading to a socio-organizational overhaul of global society: the EL4DEV 2nd movement
of Renaissance.
EL4DEV societal diplomacy

A new non-centralized diplomatic model no longer based on the "economic" factor but the
"societal" factor.

The EL4DEV 2nd Movement of Renaissance

Movement of thought and rebirth for all the nations of the world allowed by the positioning
of these as Co-actors in the establishment of a new age. The 2nd movement of
Renaissance is characterized by a complete overhaul of all the codes and structures of

The program « EL4DEV »

Mother program of multidisciplinary participatory engineering, process of positive social
engineering, mechanism of social constructivism - Action plan for the implementation of
the Green Empire of the East and the West – The cross-national program « EL4DEV »,
environmental, societal and political program, is a highly stimulating framework integrating
a vast set of appropriate tools to initiate mass cooperation and unprecedented progress
actions between peoples and between nations. The goal is to empower peoples and
establish a new, just and balanced civil society by modifying the socio-organizational
environments of all the territories of the world.

The sub-program and label « LE PAPILLON SOURCE »

« LE PAPILLON SOURCE » is a cross-national program for the promotion and
participatory design of a vast set of experimental tourist and educational cities and then
agro-climatic eco-landscape complexes, all self-managed and interconnected on the 5
continents - These are the showcases of the processes designed and/or promoted and of
the philosophy of the program « EL4DEV » and therefore of the Green Empire of the
East and the West.

The sub-program « THE MUNICIPALITIES COUNTER-ATTACK »

« THE MUNICIPALITIES COUNTER-ATTACK » is a cross-national program of intermunicipal cooperation for the opening up and revitalization of isolated and deprived
territories. Several municipalities (particularly the smallest ones - less than 5000
inhabitants) come together in Societal Economic Interest Groups with a view to cofunding cross-national decentralized cooperation events and the innovative infrastructures
of « LE PAPILLON SOURCE ». In return, the financial income from the economic model
of the tourist cities (mother cities) is donated to the groups (1 group per country) and
therefore to the various municipalities involved with a view to initiating major societal
transformations within these municipalities.

Infrastructure

Agricultural climatic and self-managed educational theme parks (Tourist cities)

This is the first model of labelled cities « LE PAPILLON SOURCE » - These are holiday
resorts for all-inclusive educational and experimental stays.

Agricultural climatic and self-managed plant eco-landscape complexes (selfmanaged food bank cities)

This is the second model of the cities labelled « LE PAPILLON SOURCE » - They are
non-touristy (no business model), smaller and represent centers of agricultural production
and ecosystem regeneration. The production (100% vegetable) is not marketed but
distributed free of charge to local nonprofit organizations responsible for helping the
poorest. One of the objects of this group of interconnected complexes is the food selfsufficiency of nations.

The Vegetal/Plant/Green calderas

These are the key modules / agricultural-climatic generators of the cities and complexes
labelled « LE PAPILLON SOURCE » - These are vertical parks with a metal structure and
covered with plants that can be visited in 3D and are presented as sanctuaries and
refuges for bees and numerous species of birds. These structures emit a large quantity of
electromagnetic waves positively influencing living beings in their surroundings and have
a key function in geobiology (acupuncture point on the earth's telluric network). In the
architecture of cities and complexes labelled « LE PAPILLON SOURCE », the
Vegetal/Plant/ Green calderas are the centerpieces, the pioneering modules to be put in
place before anything else. They are funded by the sub-program « THE
MUNICIPALITIES COUNTER-ATTACK » and are strategic elements for the revitalization
of territories most often located along railway lines (preferred means of transport in the
Green Empire of the East and the West).

Each Vegetal Caldera is conceived as a symbiotic entity, radiating beneficial
electromagnetic fields throughout the landscape, promoting soil regeneration,

harmonization of plant species, and the well-being of surrounding organisms, humans
included.
These calderas act as powerful ecological magnets. They attract a multitude of
migratory and resident birds.
Placed particularly along railway lines, these structures transform train journeys into
immersive visual experiences through hanging forest gardens and radiant natural
sanctuaries.
The integration of Vegetal Calderas into LE PAPILLON SOURCE cities and complexes,
and along national railway lines represents a visionary solution that blends ecology, urban
planning, and technological innovation.
The Earth is surrounded by several invisible electromagnetic grids known as cosmotelluric or geobiological networks. These are invisible walls or ropes, roughly vertical, that
form a mesh-like grid on the ground. These multiple networks cover the entire surface of
the planet.
In addition to being small green lungs for the planet and true acupuncture points
placed on these telluric networks, these structures provide lasting landscape, biological,
climatic, and societal value, making rail journeys and the territories they cross more
pleasant and resilient to environmental challenges.

In the forward-looking and poetic vision of Paul Elvere DELSART, the Prat de CabanesTorreblanca, Spain, is no longer merely a coastal nature reserve. It becomes a
regenerated sanctuary, a space transfigured by the subtle alliance between biomimetic
technology and vegetal power. The Prat, now fully in bloom and subsequently enhanced
and diversified in its vegetation, sees a constellation of Vegetal Calderas emerge:
imposing vertical organic structures that serve simultaneously as biological reservoirs,
natural energy stations, and living temples of biodiversity.
Paul Elvere DELSART’s plan to strengthen the territorial attractiveness of
Torreblanca and the Prat de Cabanes-Torreblanca is based on an integrated approach
that combines ecology, tourism, agricultural innovation, and alternative technologies. The
core objective is to transform the Prat into a true biological and climatic corridor.

The development of the Prat into a flower garden would enhance biodiversity and curb
the spread of invasive species.
The establishment of a vegetation corridor would promote species migration and

The introduction of repellent plants and habitats for natural predators would limit mosquito
proliferation, making the site more attractive to visitors.
