Faced with growing environmental, economic, and social challenges, the Mediterranean region requires
an innovative and inclusive approach. Paul Elvere DELSART, founder of the Think and Do Tank LE
PAPILLON SOURCE EL4DEV, proposes an ambitious project combining sustainable development,
transnational cooperation, and social cohesion. Through his subprogram LE PAPILLON SOURCE, he is
reinventing how nations collaborate to address shared challenges.
An interconnected Mediterranean Network
At the heart of the LE PAPILLON SOURCE initiative, the territorial variant LE PAPILLON SOURCE
Mediterranean envisions the creation and interconnection of experimental eco-touristic, agro-touristic,
and agro-climatic infrastructures across Mediterranean countries. These innovative infrastructures,
designed as alternative educational theme parks and self-managed food bank complexes, have several
key objectives:

Stimulating economic, intellectual, and cultural exchanges within regions, between regions, and
eventually between nations worldwide
Empowering small municipalities with fewer than 5,000 inhabitants by giving them a central role
in local development and decentralized international cooperation
Creating a transnational cooperation network to pool expertise and resources
Societal Diplomacy to ease Mediterranean tensions
One of the program's strengths is its innovative approach to diplomacy, which it calls "societal
diplomacy." Infrastructures labeled LE PAPILLON SOURCE become neutral and inclusive spaces
conducive to intellectual and emotional exchanges between different cultures.
