The Societal Economic Interest Groups by Paul Elvère DELSART
The concept of societal Economic Interest Groups was created by Paul Elvère DELSART. These societal groups are
key tools within the concept of Societal Diplomacy, also created by Paul Elvère DELSART.
Societal Economic Interest Groups play a major role in the intermunicipal cooperation sub-program called The
Municipalities Counter-Attack and in the development of vertical, vegetative, agroclimatic, and ecotourism
infrastructures designed to generate beneficial electromagnetic fields, known as Vegetal Calderas. These positive geoengineering infrastructures are central elements of the agroclimatic, agrotouristic, self-managed, experimental, and
educational complexes and cities labeled LE PAPILLON SOURCE.
A – The Municipalities Counter-Attack by Paul Elvère DELSART
Program Overview
•
•
•
Main Objective: Create a new form of intermunicipality centered on societal goals.
Nature of the Project: Participatory local and public investment (small municipalities with fewer than 5,000
inhabitants, up to 7,000) with financial and reputational returns.
Proposed Solution: Promote autonomy and self-financing for municipalities while enhancing their international
visibility.
Principles
•
•
•
Municipal Cooperation: Joint financing for the creation of agroclimatic and agrotouristic vegetative landscape
structures.
Economic Interest Group: Formation of a national Economic Interest Group with a societal focus.
Contractual Relationship: Operational agreements between groups of municipalities and the Think and Do Tank
behind the LE PAPILLON SOURCE EL4DEV program.
Municipalities’ Capabilities
•
•
Funding Outside Their Territory: The ability to allocate grants for projects in other departments under certain
conditions.
Participation in an Economic Interest Group: Requirements include non-profit private partners and activities
relevant to the group’s members’ missions.
Structures and Funding
•
•
•
Vegetal Calderas: Vertical parks (resembling large green towers, pergolas, or open greenhouses) and climate
generators (positive geo-engineering structures), which are central to the agroclimatic experimental complexes
labeled LE PAPILLON SOURCE.
Participatory Financing: Public-private partnerships involving numerous municipalities, their inhabitants, and
individuals worldwide.
Funding Sources: Municipal grants for planning and organizing artistic and intellectual participatory events, with
construction projects funded by the investment budgets of the participating municipalities.
Benefits
•
Fair Distribution of Revenue: Tourism revenues are equitably distributed among participating municipalities.
