"THE PAPILLON SOURCE" OR
THE FOUNDATION OF NEW
GEOPOLITICAL LINKS WITH A
SOCIETAL VOCATION
All the countries located in the colored zones (following pages) work jointly
for their societal development.
Mass cooperation dynamics are initiated, developed and maintained by the
processes of the transnational participatory and multidisciplinary
engineering program "EL4DEV".
Within each of these countries, the municipalities, especially the smaller
ones, organize themselves locally and operate in unified groups through
societal economic interest groups (non-profit) that they compose; this with
the objective of financing the participatory design, the collective
construction and the progressive development of agro-climatic and agrotourism environmental infrastructures of which they jointly acquire 100%
ownership and enjoy the profits generated (financial income resulting from
the economic model of the whole tourist places, indirect economic spinoffs
from frequentation, influence, unions generated within their respective
territories by the established local cooperations).
These infrastructures are educational by the processes used and exposed
then federating and vectors of decentralized cooperation and social peace.
They are labeled "THE PAPILLON SOURCE".
The inter-communal cooperation program, which will be established in each
of the countries of the various areas mentioned, is called "
THE MUNICIPALITIES COUNTER-ATTACK". France is the starting point.
