The butterfly effect
The theory says that the flap of a butterfly’s
wings in Brazil could cause a tornado in the
USA. If that statement has yet to be proven
true, EL4DEV’s butterfly on the opposite has all
its chances to provoke a wave of change
anywhere it will spread its wings.
The climatic, environmental, and diplomatic
challenges that we are facing nowadays put us
in confrontation with our choices and
lifestyles. Nature and the creation of human
connections are of major importance for future
generations.
The Papillon Source project, component of the
bigger EL4DEV program created by Paul Elvere
DELSART is the butterfly of change and
sustainability. The butterfly symbolizes change
and rebirth. This project of green and
autonomous cities promotes scientific
collaboration and places itself as federating
and progressist.
Open to every world citizen, the Papillon
Source sustainable cities worldwide will reunite
today’s actors for a better tomorrow.

A word with the promoter: Paul Elvere DELSART
I understood very early that multidisciplinarity was key
for individuals’ development but also for society in its
globality. Since childhood, I have always wanted to
become an entrepreneur and do my share to positively
change the world. However, it had to be for a noble
cause and helping people.
I am a product of the aeronautical industry, in which I
have worked for 7 years in Toulouse and Paris
metropolitan area. But my goal never was to thrive
professionally by following the classical path.
Looking at the current issues of social integration and
the lack of opportunity for youth worldwide, my idea
was to successfully create a scientific, intellectual, and
uniquely creative spirit of partnership, and that through
ambitious, decentralized, and transnational events.
Such a movement would inevitably have lasting
changing impacts on the current rules established in the
domain of international affairs and of a mostly
economic diplomacy.
Such a movement would inevitably create unity among
nations.
Such a mechanism will be unstoppable once ignited
because it will give the world an opportunity to change
the paradigm.

Back to the Future
In the history of humankind, every civilization has sought after the design of perfect, shiny,
well governed and model cities. The utopian literary genre describes it accurately. Such cities
have a strong influencing power and leave profound marks on the minds. Plato also touched
upon the subject in his story: « The Republic ».
The Papillon Source cities are no exceptions to the rule. The project will count different
labels depending on the cities’ host regions. The first label developed is the Mediterranea
label with centers in France and Morocco.
The cities will fall under two types of vocation : agricultural-climatic or educative and
touristic.

Transcontinental, decentralized and interconnected cities
Our cities will be present on all five continents, thus reuniting researchers, teachers and
amateurs sharing the common goal of a sustainable and positive society.
Important incubators for transformative and multidisciplinary projects, the cities will be
conceived and managed by the international community.
Adapted to scientific, educative, and business tourism, they will be a heaven for lovers of
knowledge, research, and intellectual partnership.

Cities of rebirth
The Papillon Source cities transcend human
borders and obstacles to federate and
unite. They will initiate a return to the roots
through practices like naturotherapy,
permaculture, or well-being practices like
meditation

Windows on tomorrow
Ludic and accessible to everybody and in every
language, our cities will differentiate
themselves thanks to their permanent
connection and communication network.
Catalyzers of scientific and social diplomacy,
these cities will ultimately become vectors of a
sustainable and productive peace on our planet
thanks to their collaborative energy.

Morocco, the promised land
The Papillon Source project has been
introduced to His Majesty Mohammed VI of
Morocco in 2017, and in 2016 to the writer
and environmentalist Pierre RABHI during his
stay in these northern African lands. The
country will host a pilot center for the
sustainable cities, called ATLAS in homage to
the famous mountains dominating the
region.

Focus: the ATLAS city in Morocco
Developed under the Mediterranea label, this experimental touristic city has an agriculturalclimatic vocation and will be built on more than 1200 hectares of land in Morocco, near
Marrakech.
The city will have among other things:
•100% ecological hospitality establishments entirely built with
sustainable materials
• 100% biological catering with locally grown food
•100% ecological interior and exterior aquatic basins
•Museum of therapeutic and positive art
•Initiation to alternative techniques of energy production
•Alternative cinema generator of positive thinking for adults
and children
•Development center for children « Le Mini Papillon Source »
The city will be fully assimilated into the Moroccan landscape thanks to its typical berbere
architecture with Nubian influences.
ATLAS will catalyze transmediterranean partnership and create a bridge between the muslimberbere world, western and southern Europe, and sub-Saharan Africa.
