The aim here is to establish the EL4DEV Confederation, a fully decentralized supranational structure
composed of a constellation of small autonomous, independent, greened, highly entrepreneurial, and
interconnected municipalities adopting the Platonic model of the city-state.
The project is at once:
• extremely ambitious,
• highly hybrid,
• and difficult to classify within a single category.
It combines elements that normally remain separate:
• ecology,
• crypto,
• urban planning,
• agriculture,
• geopolitics,
• entrepreneurship,
• governance,
• civilizational spirituality,
• speculative fiction,
• viral communication,
• and territorial development.
It is precisely this hybrid dimension that gives it a distinctive character.
We are neither entirely dealing with:
• a conventional political project,
• nor a conventional startup,
• nor a religion,
• nor an identifiable work of art,
• nor a traditional think tank,
• nor a typical ecological or social movement.
It is a “narrative ecosystem,” a total work, and a meticulously orchestrated process aimed at creating:
• an optimistic vision of the future,
• a civilizational brand,
• and a network of interconnected initiatives.
Depending on individual sensitivity, this type of approach may:
• fascinate some people,
• appear visionary,
• or, on the contrary, seem vague or unrealistic to others.
Yet there is clearly a coherence in its style. Everything is designed to create a global structure in which:
• territories,
• the environment,
• the economy,
• culture,
• technology,
• politics,
• diplomacy,
• and collective identity mutually reinforce one another.
The project is conceived as a living network rather than as a single rigid organization. It gives the
impression of a “mycelium.”
