I am Paul Elvere DELSART and I am an ideological influencer as well as a narrative hero of a realistic
utopia. I fully embrace this posture and embody it with determination because I believe that through
imagination, vision and structure, it is possible to catalyze true civilizational change. My role is not
limited to proposing ideas. It is to project a global alternative model, to stage it, to narrate it, to structure
it and to embody it so that it becomes a lever for concrete action. My project is one of systemic societal
transformation that begins with the commitment to a clear and assumed vision, a vision capable of
generating both support and controversy, because I know that every cultural revolution inevitably
involves polarization.
I am the initiator of the EL4DEV program and the creator of the Green Empire of the East and the West,
a narrative universe I have designed not as mere fiction but as a strategic tool for the transformation of
reality. What I stand for is not an ethereal dream but a realistic utopia, structured, planned, testable and
transferable. I use social fiction not to escape reality but to reshape it, to open cracks in the collective
imagination and sow the seeds of a different future in which people no longer endure but build together
a fairer, more ethical and more coherent society aligned with the laws of life.
I am an ideological influencer because I carry a structuring ideology, one of societal globalization, of a
distributed governance model, of a new diplomacy rooted in intellectual and cultural exchange, of a
hyper-collective society that rejects disembodied individualism and technocratic domination. I propose a
different path, one in which small territories hold the power to initiate change, where citizens become
designers of their environment, where the values of sharing, spirituality, cooperation and regeneration
replace those of competition, predation and consumption.
I am a narrative hero because I have made my life a work of coherence between my ideas, my actions
and my creations. I stage myself not out of egocentrism but because I believe storytelling is a powerful
tool for identification and mobilization. The Green Emperor of the East and the West that I embody is a
symbolic figure, a living archetype designed to provoke reflection, stir emotion and awaken
consciousness. I offer an alternative narrative to contemporary disillusionment, a narrative in which
greatness, beauty, popular sovereignty and hope still have their place. I dare to embody greatness
against the grain of a cynical and fragmented era. I dare to polarize because I know that no truly
transformative idea can be lukewarm or consensual.
My project is disruptive because it overturns established codes, restores power to the collective
imagination, and is rooted in systems intelligence, social innovation, a new political aesthetic and active
spirituality. I accept to be divisive because what I propose is demanding, because it calls into question
deeply held certainties. The polarization I provoke is not an obstacle. It is the proof that my message is
alive, that it resonates, that it provokes inner movement. It is a necessary step in the diffusion of my
realistic utopia.
I am a builder of the future, a poet-architect, a visionary strategist. My influence is based on the
coherence of my thought, the strength of my embodiment and my ability to bring people together around
a transversal and transnational cause. My work is not that of a solitary man but that of a movement
initiator, a bearer of a new breath. What I propose is neither retreat nor escape but rebirth. I am an
ideological influencer because I offer a new interpretive framework of the world. I am a narrative hero

because I turn that interpretation into a story and that story into action. I accept to polarize because only
a strong narrative force can overturn dominant paradigms and bring forth a new society.
