Our vision

At LE PAPILLON SOURCE EL4DEV, we envision a world where innovation,

international collaborative multidisciplinary engineering program, EL4DEV,
and its cohesive sub-programs, LE PAPILLON SOURCE and THE
MUNICIPALITIES COUNTER-ATTACK, are designed to create self-sufficient
and thriving communities. We aim to establish the EL4DEV Confederation, a
supranational entity formed by a confederation of small municipalities
worldwide with decentralized societal actions. It is also known as the Green
Empire of the East and the West, a new societal paradigm integrating
ecological balance, economic prosperity, and social justice, built through an
international live-action role-playing game in Alternate Reality bearing the
same name.

A consortium rather than a legal entity

The consortium agreement is a cooperation contract intended to guide our
highly collaborative research and innovation projects. It brings together
private partners (companies) and public partners (municipalities, universities).

collectively funded and participatively designed by global populations through
collaborative web platforms and intellectual and artistic events both in-person

of the municipalities while breaking their isolation.

Transnational Intellectual Cooperation Events: These events bring
together engineers, architects, researchers, innovators, and especially
students from around the world to share ideas, develop solutions, and
collaborate on projects that drive societal progress.

Transnational Artistic Cooperation Events: By fostering international
artistic collaboration, we promote cultural exchange, creativity, and the

Community Engagement Programs: Through the sub-program THE
MUNICIPALITIES COUNTER-ATTACK, we empower small municipalities to
