Do Tank that transforms municipalities into central actors of
societal and environmental development. It provides them
with tools and methodologies to become leaders in selfsufficiency, sustainability, and international cooperation.
2. Autonomy and Self-Financing
LE PAPILLON SOURCE EL4DEV enables municipalities to
finance and manage their own ecological and societal
infrastructure projects, particularly through the program
THE MUNICIPALITIES COUNTER-ATTACK. This
program is based on the principles of local participation and
collective investment, which strengthens the financial
autonomy of municipalities.

Local Participatory Financing: Municipalities
form Economic Interest Groups (GIE) to co-finance
projects like the Vegetal Calderas.
Return on Investment: The profits generated by
these projects (tourism, agriculture, renewable
energy) are reinvested locally, reducing dependence
on state subsidies and bank loans.
