E - SOLIDARITY - A TRANSFORMATIVE INTERNATIONAL INTERCOMMUNAL
PROGRAM " THE MUNICIPALITIES COUNTER-ATTACK"
DISTRIBUTED ARCHITECTURE and NETWORKCENTRISM - Small municipalities, in each of the countries
where the movement has started, which meet in Economic Interest Groups or Intercommunal
Syndicates, solely with a societal vocation, to pool their resources, financial and human, in order to carry
out collaborative projects (the parks / resorts labeled THE PAPILLON SOURCE) whose infrastructures and
benefits resulting from economic models will sell 100% to the communities, i.e. to the people, without
the possibility of being privatized - A transnational decentralized cooperation project
The EL4DEV program is looking for contributing municipalities whose returns on investments are the coownership of eco-tourist and non-tourist agro-climatic complexes/resorts (integration into the heritage
of the municipalities) as well as royalties on the turnover of tourism activities.
These contributions are part of the investment expenditure of the municipalities.
Management contracts are established between the French cultural Non-profit managing the program
and the many municipalities wishing to become contributors.
